Baseline Assessment

  • Employee Baseline Survey: We surveyed UN staff's experiences with accessibility and their understanding of disabilities in general.
  • Focus Group Discussions: We held discussions among staff members on their workplace interactions with individuals with disabilities.
  • Agencies Questionnaire: To understand the current state of accessibility within UN agencies, we designed a questionnaire covering inclusivity across four functional and strategic categories: general operations, communications, ICT, and human resources.
  • Accessibility Audit – Tool Evaluation: We assessed the overall digital accessibility of UN agencies using both automated accessibility audits and manual evaluations.

ICT Accessibility Action Plan 2023-2024

Recommendations from the assessment were integrated into the ICT Accessibility Action Plan for 2023 to 2024, which was reviewed by OMT.

  • The Action Plan aims to achieve equality of access to UN digital content cultivating organizational competencies in UN Indonesia
  • Using theory of change, 20 activities were designed and planned to improve relevant processes, knowledge and skills, culture, and collaboration

Activities

  • 1.1.1. Establish and implement a UN-Wide system for reasonable accomodation and needs for assistive technology across agencies and in Indonesia (ICT software, products, and services including screen readers and assitive devices) and develop an informative digital brochure for staff on request of accessibility technology or tools.
  • 1.1.2. Establish and implement the SoPs on accessible Software procurement process and vendor procurement or output standard, for all work-related assistive technologies as well as for Security/emergency communication
  • 1.1.3. Establish and implement the SoPs on creating accessible documents and content 1.1.4. Establish and implement the SoPs on accessible file naming, picture and video alternative descriptions/captions, working document template
  • 1.1.5. Monitor the procurement and onboarding training processes according to the SOPs
  • 1.1.6. Build measurable metrics on all UN websites using automated accessibility checkers to regularly monitor and demonstrate progress made
  • 1.1.7. Conduct participatory evaluation from a diverse range of end users (5-10 persons, including children and young people with disabilities) with different impairments on accessibility of websites and digital contents produced by UN agencies, aligning with the UN DI Strategy Guidelines, to be reported to UNCT
  • 1.1.8. Agencies designate a focal point to promote digital/ICT accessibility
  • 1.2.1. Hold trainer-led trainings for All Staff, led by DCO, on terminology and awareness, Microsoft Word, Excel, PowerPoint, Forms, Virtual meetings, and assistive technologies.
  • 1.2.2. ICT teams make available the self-paced learning resources including UNCRPD course, LinkedIn, Coursera, and other online courses in easily accessible locations and on the welcome kit page.
  • 1.2.3. Train communication staff on Adobe InDesign, webinars/video captions, inclusive communication, and accessible office documents and ebooks.
  • 1.2.4. Train ICT staff to use automatic/manual website accessibility checkers and on inclusive technologies
  • 1.2.5. Regularly communicate UN-wide policies, guidelines and checklists for ICT, Communication, and OCT team to encourage all ICT/Digital and web tools to satisfy the last version of the international standard for web accessibility, the Web Content Accessibility Guidelines, including UN Indonesia site, agencies' web pages, and recruitment pages, and internal sites.
  • 1.2.6. UN-wide accessibility policies, guidelines, and checklists on inclusive content development (e.g. Microsoft Word, Excel, PowerPoint, Adobe PDF, Social Media, etc) are regularly shared with all Staff and are included in the welcome pack
  • 1.3.1. Clear vision of RC is communicated to all staff in UN Indonesia through emails, speeches, or any other communication channels
  • 1.3.2. Creating and placing internal communication materials (posters, leaflets, newsletters/email) to remind UN staff
  • 1.3.3. Conduct annual awards ceremony to recognize individual and team champions by RC
  • 1.3.4. Build an ICT Accessibility advocates network to promote UN Indonesia Inter-Agency Knowledge Sharing, ensuring the agencies that do not have a complete country-level organisation structure is engaged
  • 1.4.1. Knowledge exchange and partnership with external partners including ministries and CSOs relating to people with disabilities
  • 1.4.2. Common procurement or sharing of assistive technology tools

Training Series

As part of the ICT Accessibility Action Plan, the RCO and DCO organized two all-staff training sessions in January 2023 on creating accessible documents and hosting accessible online meetings. 8-10% of UN Indonesia's staff attended.

  • The first training session included an overview of the UN Disability Inclusion Strategy and UN-Wide Accessibility Guidelines, presentation of the Indonesia ICT Accessibility Assessment results and Action Plan, and discussion on major disability categories and international accessibility standards. It also covered assistive technologies, and accessible alternative document formats
  • The second training session included insights into accessibility features in MS Teams, guidance on providing reasonable accommodations in online meetings, exploration of Zoom accessibility features, and on ensuring accessibility before, during, and after online events or meeting.

In October 2023, a training series launched integrating feedback from the first series of sessions. As outlined in the training plan, we utilized quizzes, interactive exercises, and simulation activities.
